Does the type of government a nation has hold more weight than the type of leader which leads the government?
For example:
Democratic Government + Capable Leader
Democratic Government + Incapable Leader
Dictatorship + Corrupt Leader
Dictatorship + Fair-handed Leader
Most of the world today considers governments which allow people to elect their leaders to be better than governments where a single person or group holds absolute power. However if said freely elected 'democratic' government was led by people who were incapable, corrupted and weak how would they compare to a government which though it may be a Dictatorship under the absolute power of someone who allowed the people to have their freedoms, live in peace and pursue their goals and happiness without fear of oppression or punishment as long as they obeyed the laws which themselves are not oppressive or unfair.
