Responsibility to Protect Resolution

With the current disaster in Burma after Cyclone Nargis and the military junta's selfish unwillingness to help the survivors/victims of the cyclone the should the United Nations implement the The UNSC Resolution 1674: Responsibility to Protect? The current official death toll is 78,000 dead and 56,000 missing (the UN and other IntOrgs/NGOs estimate 100,000+ dead and 200,000+ missing with more than 1.5 million homeless.) How many of those dead and missing (most likely already dead themselves) could've been saved if the junta had unconditionally opened its doors to international experts and relief workers who have vast knowledge and experience in bring aid and relief and helping people recover from such disasters.
